Bio for Dr. Michael R. Palermo

 

Dr. Michael R. Palermo is a consulting engineer with experience in Dredged Material Management and Contaminated Sediment Remediation since 1974, serving both private sector and government clients.  Dr. Palermo served with the U.S. Army Corps of Engineers from 1967 to 2003.  While with the USACE, he served as a Research Civil Engineer and Director of the Center for Contaminated Sediments at the Engineer Research and Development Center (ERDC) at the Waterways Experiment Station (WES), where he managed and conducted both research and applied studies for the USACE, EPA, DOJ, NOAA, U.S. Navy, and others.  He also managed the WES/ERDC research focus area for contaminated sediments.  Since entering private practice in 2003,  he has provided design services and technical review and oversight for clients, both in the U.S. and abroad, on a wide range of sediment remediation and navigation projects involving contaminated sediments to include major Superfund sites such as the Hudson River, Housatonic River, Fox River, Portland Harbor, and Onondaga Lake sites. 

 

He received his BS and MS degrees in Civil Engineering from Mississippi State University and his PhD degree in Environmental and Water Resources Engineering from Vanderbilt University.  Dr. Palermo is a Registered Professional Engineer and a member of the Western Dredging Association (WEDA), International Navigation Association (PIANC), and American Society of Civil Engineers (ASCE).   He has served on the adjunct faculty at Texas A&M University and Mississippi State University and is also Associate Editor for the WEDA Journal of Dredging Engineering.

 

Dr. Palermo has authored numerous publications in the area of dredging and dredged material disposal technology and remediation of contaminated sediments.  He is a lead author of USACE, EPA, and international guidance documents pertaining to contaminated sediments, including the USEPA 1998 Guidance for In-Situ Subaqueous Capping of Contaminated Sediment,  USEPA 2005 Contaminated Sediment Remediation Guidance for Hazardous Waste Sites, commonly known as the “Superfund Sediment Guidance” and the USACE/USEPA 2008 Technical Guidelines for Environmental Dredging of  Contaminated Sediments.

·         1998-2003.  Director, Center for Contaminated Sediments, U.S. Army Corps of Engineers (USACE) Waterways Experiment Station.  The U.S. Army Corps of Engineers Center for Contaminated Sediments (CCS) consolidates research expertise to deal with the problem of  contaminated sediments. The Center coordinates and facilitates contaminated sediment activities among Corps organizations, the Department of Defense, other federal and state agencies, academia, and the private sector.  Research and development activities support the Corps of Engineers navigation  mission as well as work related to military cleanup activities; the Environmental  Protection Agency's Superfund and Assessment and Remediation of Contaminated Sediments Programs; and the National Oceanic and Atmospheric Administration's Natural Resource Trustee Program.

·         1997 to 2003.  Focus Area Manager for Contaminated Sediments research under the Dredging Operations and Environmental Research (DOER) program.  This research focus area addressed development of low-cost assessment protocols, refinement of subaqueous capping design and assessment methods, development and verification of contaminant pathway tests and predictive methods for CDFs, and development of design approaches for contaminant pathway control measures for CDFs. 

·         1978 – 2003.  Team member for the Dredging Operations Technical Support (DOTS) technical support program.  DOTS provides direct technical support to USACE Districts and Divisions to address dredging and dredged material management problems, essentially operating as an in-house USACE consultancy. 

·         2003.  Team Leader for development of the USACE CDF Testing Manual, commonly known as the Upland Testing Manual (UTM).  Sponsor: USACE HQ.  This manual provides detailed testing protocols for evaluation of contaminant pathways for island, nearshore, or upland confined disposal facilities (CDFs).

·         2002 to 2003.  St. Louis River Interlake Duluth Tar (SLRIDT) CERCLA site, MN.  Sponsor: USEPA Region 5.  Member of Peer Review Panel for evaluation of remedy alternatives.

·         2000.  Team member for development of a Long Term Management Strategy (LTMS) for dredged material disposal for U.S. Navy facilities at Pearl Harbor, Hawaii.  Sponsor: U.S. Navy.  This effort involved evaluation of both open water CAD, and CDF options for sediment unsuitable for ocean disposal.

·         1999 to 2002.  Member of Permanent International Association of Navigation Congresses (PIANC) workgroup for development of international guidelines for confined dredged material disposal in CDFs and CAD sites.

·         1998.  Team Leader for development of USACE Guidance for Subaqueous Dredged Material Capping.  This effort resulted in comprehensive technical guidance for planning, designing, constructing, and monitoring dredged material capping projects.   

·         1997-1998. Member of Permanent International Association of Navigation Congresses (PIANC) workgroup for development of international guidelines for management of open water placement of dredged material.

·         1997.  Consultant in a research cooperative agreement with ERM Hong Kong for an environmental impact assessment study for disposal of contaminated sediments in the East Sha Chau Marine Borrow Pit, Hong Kong.  This study involved the cap design for large-scale constructed contained aquatic disposal (CAD) pits. 

·         1995.  Team member of the Interagency Review Team for the Manistique Harbor, MI,  CERCLA project.  Sponsor: USACE North Central Division.  This effort was the first interagency review of a CERCLA project.  

·         1994. To 1998.  Team Leader for development of Guidance for In-Situ Capping of Contaminated Sediments, commonly known as the USEPA Capping Guidance, for the USEPA Great Lakes National Program,  Region 5. 

·         1994 to 2002.  Study Manager for Palos Verdes In-Situ Capping studies.   Sponsor: USEPA Region 9.   An Engineering Feasibility Study for capping options was prepared for a large DDT site on the continental shelf.  A large-scale field pilot capping project was conducted to verify that a sand cap could be constructed in water depths of 60-70 meters. 

·         1992.  Chairman of interagency workgroup for development of the USACE-USEPA Technical Framework for Evaluating Environmental Effects of Dredged Material Management Alternatives.  This document provides the joint agency umbrella guidance for evaluation of the environmental aspects of open water placement (ocean and inland waters), confined disposal facilities, and beneficial uses alternatives for dredged material.  

·         1992 to 1996.  Team Leader for studies in support of the Dredged Material Management Plan for the Port of New York and New Jersey.  Sponsor: USACE New York District.  Island and nearshore CDF and contained aquatic disposal (CAD) options were evaluated for long-term disposal capacity.

·         1992 to 1995.  Study Manager for Palos Verdes Sediment Remediation project under Natural Resources Damage Assessment (NRDA) framework.  Sponsor: NOAA. This study included evaluation of deep-water dredging, capping, CDF, and landfill disposal, and in-situ capping options for a large DDT contaminated sediment site on the continental shelf.

·         1991 to 1994.  Acting as WES Principal Investigator for Wetlands Engineering work unit of the WRP.  Responsible for development of guidance for engineering aspects of wetlands creation and management. 

·         1998.  Team member (1991-1998) for USACE-USEPA joint workgroups developing the Ocean Testing Manual (OTM) for MPRSA Section 103 ocean disposal and Inland Testing Manual (ITM) for CWA Section 404 disposal in U.S. waters.  

·         1990-1992. Team Leader for developing a long term dredged material management strategy (LTMS) for the U.S. Navy in lower Chesapeake Bay.  Study involved evaluation of open water placement, CDF placement and beneficial uses for projects at Naval Weapons Station, Yorktown, Naval Supply Center, Cheatham Annex, and Naval Amphibious Base, VA.

·         1990.  Team member (1987 to 1990) for Engineering Feasibility Study for the New Bedford Harbor, MA CERCLA site.  Sponsor: USEPA Region 1.  This study was the first technically comprehensive evaluation conducted for a sediment Superfund site and involved testing, modeling, and assessments of subaqueous capping, environmental dredging, disposal in CDFs, and sediment treatment alternatives.

·         1988 - 1990.  Principal Investigator for field studies of hopper dredge and barge overflow at Sunny Point, NC, Saginaw River, MI, and Mobile Bay, AL. Sponsors: USACE Wilmington, Detroit, and Mobile Districts.

·         1988.  Principal Investigator for the Field Verification Program.  This effort involved a comparative field verification of contaminant pathway testing and evaluation protocols at an open water placement site in Long Island Sound, an upland CDF placement site, and a wetland creation placement site using the same contaminated dredged sediment from Black Rock Harbor, CT. 

·         1987.  Team Leader for evaluation of disposal alternatives for PCB-contaminated sediments from Indiana Harbor, IN.  Sponsor:  USACE Chicago District.  This project included studies related to subaqueous capping and CDF placement of highly contaminated sediments and application of newly-developed testing protocols for contaminant pathway analysis.

·         1987.  Team Leader for development of USACE Engineer Manual 1110-2-5027 Confined Disposal of Dredged Material.  This EM provides comprehensive guidance for engineering design and operation of confined disposal facilities for dredged material (CDFs). 

·         1986.  Team Leader for evaluation of dredged material disposal alternatives for the U.S. Navy Homeport, Everett, WA, for the Navy.  Sponsor: U.S. Navy.  This project included the first documented design of a subaqueous capping project in deep water.    

·         1986 to 1994. Principal Investigator for subaqueous capping task area of the Dredging Research Program (DRP).  This effort resulted in the first-generation USACE technical guidelines for planning, cap design, selection of equipment and placement techniques, and monitoring for subaqueous dredged material capping projects.

·         1985.  Team member for development of the USACE Management Strategy for the Disposal of Dredged Material, Contaminant Testing and Controls.  This document provided the first comprehensive strategy for evaluation and testing for open water placement of dredged material in U.S. and ocean waters and placement in confined disposal facilities (CDFs). 

·         1983 -1986.  Provided technical supervision for research and field studies on sediment resuspension characteristics of dredges as a part of the USACE Innovative Operations and Maintenance Techniques (IOMT) program.  This effort involved field monitoring teams from the WES Hydraulics and Environmental Laboratories.

·         1982 - 1990.  Principal Investigator under the USACE Long-Term Effects of Dredging (LEDO) program for development of testing and evaluation procedures for prediction of chemical effluent quality from placement of dredged material in confined disposal facilities (CDFs).  This research resulted in improved methods for evaluation and prediction of effluent TSS/turbidity using Long Tube Column Settling Tests, development of the effluent elutriate test (EET) for predicting contaminant concentrations in CDF effluents, monitoring approaches for effluent quality, and verification of testing protocols and predictive techniques at field sites in Mobile AL, Hart-Miller Island, MD, Craney Island, VA, Black Rock Harbor, CT, and Houston, TX.

·         1981.  Team leader for development of a long-term management plan for the 2500-acre Craney Island CDF located in Norfolk Harbor, VA.  Sponsor: USACE Norfolk District.  Plan included components for subdivision of the site for improved water management, evaluations of effluent quality, long-term consolidation and dewatering processes, and dewatering operations using surface trenching to enhance dewatering rates.

·         1978.  Team leader for developing first-generation USACE guidelines for CDF design, operation and management under the USACE Dredged Material Research Program (DMRP).  Guidelines were published as a DMRP synthesis report, and subsequently incorporated into USACE Engineer Manual 1110-2-5027, Confined Dredged Material Disposal.

·         1978.  Team leader for developing first-generation USACE guidelines for wetland creation using dredged material, published as DMRP synthesis report.

·         1974 - 1978.  WES Principal Investigator for the USACE Dredged Material Research Program (DMRP).  Responsible for development of techniques for evaluation of dredged material consolidation and dewatering processes, dredged material passive dewatering operations for CDFs, dredged material beneficial use strategies, CDF site re-use, and wetland creation using dredged material.
